The formal role of the OAB, as defined in the Technical Committee Policies and Procedures (OGC 05-020), is:

4.1 OGC Architecture Board (OAB) The mission of the OAB is to provide a forum within which Consortium wide standards architecture issues can be discussed and deliberated with the intent of providing guidance and recommendations to the TC and the PC on these issues. The OAB is a sub-committee of the TC.

It is widely recognized that there is a pressing need for this harmonization work. Similarly, the one web page presenting the OAB on the OGC web site,, discusses this role of architectural harmonization. This central aim of the OAB is also echoed in the OAB Policies and Proceedures document, but also discuss the maintenance of the Baseline standards (i.e. the suite of abstract standards) as a key responsibility.

Additionally, it appears that the OAB has taken on (or been delegated) additional responsibilities more recent. Apparently, the OAB has taken on the responsibilities of the old 'Review Board'. Additionally, the OAB may have taken on the role of the 'Policy SWG' at least in so far as being left with the responsibility for the specification The Specification Model --- A Standard for Modular specifications (OGC 08-131). However, these additional responsibilities have not yet made it into the definition of the group within the Technical Committee Policies and Procedures (OGC 05-020) or on the web page.

The lack of clarity in the role and responsibilities of the OAB make it hard to evaluate the effectiveness of that group, to assess the extent to which the OAB might be over-extended, and to ensure that all the responsibilities are being addressed.
