1. QoS service metadata for OGC Web Services
   • OWS Common SWG is working on the new common OGC API "building blocks", should the QoS metadata be part of this?
   • TB 14 tested the QoS metadata publishing in Geoserver, what about the other service types (WMTS, WFS, CSW, WCS,...)? The current extended capabilities approach does not require changes in the service standards, so the end result could be a best practice document. Who could sponsor the the Geoserver QoS extension development?
   • What about WFS3? It seems unlikely to the QoS metadata in the core standard, and there seems to be no extendable service metadata, so should the QoS metadata be offered by a dedicated endpoint defined as a WFS3 extension? Or should we aim directly to QoS metadata for any OpenAPI service endpoint?
2. Best practice on measuring and improving the Quality of Experience of OGC Web Services
   • Strategy and resources for creating an OGC Best Practice document for the QoE based on the discussion paper (17-049), and the TB14 experiences.
