CITE TEAM Engine Shrink Wrap

NGA is creating a formal process to test its GEOINT applications for compliance with OGC and other standards -- I have briefed that plan to the Defense and Intel and CITE Subcommittees.

NGA has spent some time over the last five months to get the TEAM Engine installed so we can evaluate how to distribute it to DoD contractors for their use in system development and also so NGA can use it as part of the test process to better enable the creation of OGC standards compliant solutions. Unless one is both an accomplished programmer and very familiar with the Apache family of capabilities along with exceedingly driven, it is a pain in the *ss. Painful to the point that you could not pay me enough to send it out to our expected user set.

In the process of trying to make it easier, I have spoken with several of our well-heeled members (who are all three of the above) and none of them express any love for the TEAM Engine install and use processes.

We believe there is a place for a shrink wrap version of the TEAM Engine and all of the supporting open source software that is required to run it and would like to add that to the Issues list.

We believe that having standards is a necessity and that having a common, easy to use method to determine compliance is also a necessary part of a healthy software environment
